Parks Director Update (MT)
• IRP Bathroom-bid updates
Marty updated committee on status of Bathroom project; 1st inspection with Health inspector passed, project is moving forward.
• CPSI Seminar
Marty would like to attend this seminar which will certify him in playground safety. It is in Worcester Mass in February and it is a two day seminar. Committee agrees Marty should go.
Operations Director Updates (MS)
• Wine & Food Tickets-.
Maureen has discovered an online company that produces event tickets at a low cost. Buying 500 tickets would cost about $65 + shipping. The tickets would be specific to the Wine & Food on March 26th and numbered. We would also receive a 10% discount using FONRPRC non-profit #.
• Permit Handbook-
Maureen distributed the updated Facility handbook with the Turf Field fee schedules included. Maureen summarized all changes and/or additions to the handbook for the committee especially page 6, the fee structure page.
Motion
(MP) Mike Prisco made a motion to accept the new fee structure for Artificial turf fee schedule on page 6, 7 & 8 Fields and Facilities Handbook dated 01/20/2010.

Recreation Director Updates (LC)
• Serve Safe
The Board of Health wants Parks & Recreation to have their instructors “Serve Safe” certified. She will call in all her instructors that deal with food and have them do the certification online.
• Pick up Policy at program
Lynne informed the committee that a parent questioned the pick up procedures for her children at a game night because father was not asked for ID. Policy has always been that the parent who signs in a child should pick up the child. If the parent is having child picked up by anyone else, such as a neighbor or parent of another child at the event, they need to let us know and we make a note of it and make sure guidelines are followed. If Parent calls during event or sends someone to pick up child without notification and changes pick up accommodations without knowledge to our staff, we do not allow child to leave without contacting parents and we do ask for ID. Committee is comfortable with procedures that are and have been in place.
• Maria Job Position
Lynne distributed the 6 month budget for review for the committee to see the effects of the position for Maria Brown. Lynne Summarized a detailed budget for the committee the committee had previously voted on the position and budget.
Other Business
• IRP Bathroom Project-(SC)
Sergio informed the committee that the bill received from O’Neill and Associates has been verified that all the work is complete and the amount is correct. Committee agrees that the invoice can be forwarded to LUC for payment. Rita will do so.
Motion
(MP) Mike Prisco made a motion that in the event LUC does not have adequate funds to pay in full or partial the invoice for O’Neill and Associates dated 03/04/2009 inv#99-121-007, that Parks & Recreation should pay the invoice amount not covered by LUC.

Bob Bigelow-Sports speaker-(RM/BL)
Committee watch a CD presentation on Bob Bigelow, Sports Speaker and what he may have to offer if we considered bringing him in to do a presentation for the leagues and families in North Reading. ‘Just Let the Kids Play” is a book written by Bob Bigelow. Billie Luker found Bob and referred it to Rita. Rita asked the committee if they believe it is a program worth brining to the town and or sponsoring. Rita would like to ask the league to co-sponsor the program by donating $100 per league toward the cost for the program and Parks & Recreation would pay the balance. The program would cost $1000 for Bob to come and speak. If we ask the League to co-sponsor, for the $100 donation they would get to set up a table for their league for informational purposes, registration and
league merchandise with their league banner. Committee thinks it would be a great idea and to have it held at the High School auditorium. Bob Bigelow could even autograph books at the event.
Motion
(SC) Sergio Coviello made a motion to have a partnership between Parks & Recreation and the sports Leagues to co-sponsor a night to have Bob Bigelow, Sports Speaker come to North Reading. We are asking the sports league to each donate $100 toward the cost for the program with Parks & Recreation paying for the amount not covered donations up to the amount of $1000 for the speaker. And allowing the leagues to each have a table for informational/registration and merchandise purposes at the event.

The Committee thinks that March 10th 2010 would be a good date to have the seminar.
Signage at Turf Field-(MP)
Mike Prisco asked if we need more signage at the Turf Field. It is being looked into.
Lights at Town Hall-(MP)
Mike Prisco informed everyone that the Town received a grant to replace the lighting at the Town Hall with energy efficient lighting and it will begin next week.
Park Street Property and the Police Dept-(MP)
FAC Committee is working with the Police Dept on an idea of using the Park Street Park area for a car impound for the police department to have their own in Town and to generate monies.
